ANNOUNCEMENT BY HEARTLAND SPECIALIST HOSPITALS, ABUJA


We have recently been made aware of Fraudulent recruitment emails been sent out to unsuspecting nurses by an individual Dr. Christopher Mmadu claiming to be recruiting for "Hartland Specialist Hospitals" located at Plot 401 Cadastral Zone c10, off Obafemi Awolowo Way, Jabi District Garki, Abuja, 

 

We had previously advertised the said vacancy on 20th November 2013. These fraudulent offers of employment request applicants to pay five thousand naira as part of the application process. 

 

According to the offer letter, this fee encompassess the expenses for feeding, accommodation, transportation and lab coat. The individuals claim to be funded by UNICEF officials and have foreign experts. Applicants are required to submit their application in less than a week of receiving their email and application forms.

 

Our investigation has revealed that the said organization is not located at the said address and rather hosted on a free web hosting platform gbno.com

 

Please take note that any such activities are not authorized by nor linked in any way to Heartland Specialist Hospitals. All such activities must be regarded as criminal, unauthorized use of brands and names with the intent of starting a "recruitment scam."

 

Please don’t answer to these offers and please note these common warning signs that an employment offer is fraudulent:

Request for payment of a preliminary employment processing fee

Request for payment for mandatory pre-employment training 

Without any interview process, receipt of an email confirming employment

E-Mail messages from a webmail account. Pay particular attention if the "From:" address is different from the address to which you are to reply.

 

What could you do?

Until it is certain that both an employer and an opportunity are genuine, never release personal information or upfront payments such as that listed above. If you have disclosed any of the above information to an individual or website you do not trust, please consider reporting this to your local law enforcement agency.

Nigeria’s Department of State Services said it uncovered a Boko Haram cell in the central Nigerian state of Kogi and arrested five persons, including a university teacher.

Miss Marilyn Ogar, the Deputy Director, Public Relations Department of State Services, claimed in Abuja that the suspects were allegedly plotting to launch violent attacks in Igalaland in Kogi.

She said the don, identified as Muhammed Yunus, taught Arabic and Islamic Studies at the Kogi state University, Ayingba.

Ogar, who presented the suspects to newsmen, said that three of the suspects were arrested in a mosque in Zuba, FCT, while two others were arrested in Jos and Kogi respectively.

She said one of the suspects, the lecturer, was the spiritual leader and recruitment coordinator while others were head of operations/instructor, chief courier and foot soldiers in Kogi.

“We want to enjoin all Nigerians to be vigilant and continue to cooperate with security agencies through the provision of useful information of suspicious activities within their immediate environment.

“The war on terror is still on; this service, in collaboration with other security agencies, will not rest on their oars until we rid our society of criminality.

Ogar urged parents, who sent their children for Islamic teaching after school, to be very careful of the people they chose as their teachers.

She said they should take time to investigate the teachings so as to ensure that their children were not being taught what the parents did not practise.

The lecturer, who was alleged to be the spiritual leader/recruitment coordinator of the group, denied knowing anything about the sect but admitted that he held several preaching sessions.

“ I have never been a member of Boko Haram for one minute in my life, I even preach against them,” he said.

Other members confessed to be members of the sect and that they were on their way for training in Maiduguri when they were arrested at Zuba.

One of the suspects said he joined the group in May and was employed by the sect on a salary of N50,000 per month.

 TEACHER BEHAVING BADLY?...FLOGS 4-YR OLD FEMALE CHILD TO DEATH FOR BEING STUBBORNAKURE — DETECTIVES in OndoState have detained a primary school teacher, Alade Adebayo, for allegedly flogging to death a four-year-old female pupil Elizabeth Wanogha.

The deceased pupil was a student of a private primary school, Falaye Memorial Nursery and Primary School, located at Fanibi area in Akure metropolis.

The  teacher, according to report, accused the deceased of being stubborn in the class. He was said to have beaten the girl to a state of coma.

Cries from other pupils in the class reportedly attracted other teachers who rushed to the scene where they found that the girl had fainted.

She was said to have been rushed to a private hospital and was admitted but reportedly died later.

Police authorities, however, said that the pupil died two weeks after the beating by the suspect.

The father of the deceased, Mr Wanogha lodged a complaint at the Fanibi Police station, alleging that his daughter died  as a result of the injuries sustained from the severe beating by her teacher.

Following the complaint, the teacher was arrested for interrogation.

Contacted, the Police image maker, Wole Ogodo, confirmed that the teacher had been arrested.

Ogodo however said that people should not jump into conclusion that it was the beating which took place about two weeks earlier that led to the death of the pupil.

He pointed out that the autopsy will determine the cause of the pupil’s death.

Ogodo said that the suspect is being quizzed at the state Criminal Investigative Department, SCID.

He explained further that the deceased  was hospitalised immediately after the beating but died  two weeks after.

Ogodo  said that investigation into the death of the pupil continues adding that the findings would be made public.

The father of the deceased pupil insisted that the teacher should be prosecuted for murder.

Mr Wanogho who lived at Adebowale street Fanibi  vowed that the matter would be pursued to a logical conclusion to serve as deterrent to wicked teachers who vent their anger on innocent pupils put in their care.

He appealed to NGOs to take the matter up by ensuring that it was not swept under the carpet.

The proprietor of the school declined comment on the incident.

LATEST NEWS ON PROF FESTUS IYAYI’S DEATH

There are strong indications that the Federal Road Safety Corps is shielding the alleged driver of the convoy vehicle that caused the accident which killed a former president of the Academic Staff Union of Universities, Prof. Festus Iyayi at Banda village, near Lokoja, Kogi State on Tuesday.

Festus Iyayi was travelling to Kano for a meeting of the National Executive Council of ASUU when a Toyota Hilux pick-up van in the convoy of Kogi State Governor, Idris Wada, crashed into the bus he was travelling, killing him instantly and injuring two others.

The Kogi State FRSC sector commander, Olakunle Motajo, told one of our correspondents in Abuja on the telephone that the report of the investigation into the accident was not ready.

Motajo “The report is not ready yet, we are still working on it; don’t worry, I will call you whenever it is ready,” he said and terminated the phone call.

Calls made to his phone to ask him further questions were not responded to.

The corps had blamed ‘wrongful overtaking’ by the convoy vehicle for the accident, saying its preliminary investigation showed that the driver of the pick-van was to blame for the crash.

Motajo, who said this in an interview with the News Agency of Nigeria, however, recanted when he was contacted by one of our correspondents on Wednesday.

“Motajo said, “I never blamed the governor’s convoy for the crash, and I didn’t speak to anyone because the investigation is not yet concluded. It is my men that are carrying out the investigation and they are not done yet. By tomorrow morning (Thursday), the report would be ready, so call me, I will give you the full details of our findings.”

On Thursday, the Corps Education Officer of the FRSC, Jonas Agwu, did not respond to several calls to his phone and the questions sent to him on the high rate of accidents involving convoy drivers and the refusal of the corps to prosecute errant drivers in the convoys of men and women in power.

The questions sent to Agwu are: “Why has FRSC been shying away from prosecuting errant convoy drivers?

“Is it true that the corps is unwilling to release the report of its investigation into the accident involving Wada’s convoy because it did not want to upset the governor?

“Why is the FRSC shielding the killer driver?

Rather than respond to the questions, Agwu simply said he had been busy, adding that he was “waiting to see if there is any available report (on the accident).”

But in separate interviews, a Senior Advocate of Nigeria, Mike Ozekhome, Lagos-based lawyers, Festus Keyamo and Bamidele Aturu, warned the government and the Federal Road Safety Commission against politicising the accident that killed Iyayi.

They expressed worry at different accounts of the incident attributed to the FRSC on the cause of the accident.

A teacher was in a 'sordid' lesbian relationship with one of her pupils for five years, which started when she kissed the girl in a stationery cupboard when she was only 14.

Rachel Speed, 41, would pick the girl up in her car and drive her to her house, where they would have regular 'sleepovers'.

The couple showered together and would perform sex acts, while the victim was dressed in a corset and PVC hotpants, a court heard.

Speed, who had taught science at Fairview High School in Cwmbran, south Wales, for 15 years, carried on the relationship until the girl went to university.

She was then dumped by text after her victim met somebody new.

After they split up, she reported Speed to the police, who charged her with indecent assault and sexual activity while in a position of trust.

She was found guilty by a jury at Cardiff Crown Court yesterday, and was told by the judge to expect a prison sentence.

The girl's parents had found out about the relationship while it was happening, and made Speed promise to end it until their daughter was 21 years old.

Despite promising to do so, Speed continued to see the girl for as long as possible, and gave her expensive gifts including a car and an engagement ring.

Prosecutor Christopher Rees told her: 'You abused her trust while she was 14.

'You did not want her parents to know because then they would know your sordid little secret.

'You were clearly obsessed with her - even when she went to university.'

Speed agreed she would end the relationship until she was 21 or after she finished full time education - but she broke her promise.

The girl’s mother said: 'I felt sick and angry. My daughter was a child. How could she have her sleep over at her house?'

The court heard how the relationship was uncovered when the girl's mother found an 'inappropriate' letter from Speed.

When they found out about the sleepovers, they went to Speed's house to collect items belonging to the victim. The court heard Speed, of Hengoed in the Rhymney Valley, South Wales told them: 'You're not going to like it but I love your daughter.'

After the couple broke up, the victim reported Speed, who was accused of indecent assault and sexual activity while in a position of trust.'

Speed denied the charges but was found guilty and warned she will be jailed next month.

Judge David Wynn Morgan told Speed: 'Be under no illusions, the only issue is the length of the sentence rather than its nature.'

Speed is still employed at Fairwater High School in Cwmbran, near Newport, until the council chiefs can conclude a process to terminate her contract.

A spokesman for Torfaen Council said: 'We apologise for the failure to protect this pupil during her time at the school.

A South African teacher fired after taking three pupils to get penis piercings has apologised, saying that he was 'stupid and naive'.

Pieter Oberholzer, 57, the former head of drama at Willowridge High School in Pretoria, was dismissed after taking three pupils - two of whom were over 18 and one who was almost 16 - to get the intimate piercings.

He said there was nothing sexual about the incident, adding that the boys involved wanted one after they saw his own penis ring while he was in the shower after swimming practice.

He told South African paper The Star: 'We were preparing for Midmar (Mile swimming race) and I had a shoulder injury so I went to shower to warm up.

'Two of the boys wanted to check on me and walked in while I was drying my hair and I immediately covered up.'

He said the pupils 'hounded him' for months about helping them before he finally decided to help them find a reputable piercing studio.

He added: 'I agree 100 percent that I should not have got involved, I was trying to make sure they were safe. The guys threatened to pierce themselves. I’m also terribly sorry for the stress it has caused my family and friends.'

A few days after the piercings took place he realised his mistake and informed the headteacher and the boys' parents.

None of the parents pressed charges but the incident was reported to the local education board and Oberholzer was sacked after a disciplinary hearing.

He was also found to have given some of his students penis-shaped pasta and allowing them to bunk classes, according to The Star.

The Joint Admissions and Matriculation Board, JAMB said yesterday that only 10 candidates scored 300 marks and above in the last Unified Tertiary Matriculation Examination, UTME, in the country even as some candidates printed customised shirts and T-shirts where anticipated answers were prepared to cheat during the examination.

JAMB Registrar, Professor, ‘Dibu Ojerinde who made this known in Abuja while addressing newsmen said that 40 centres were involved in cheating during the examination, where some candidates paid between N5,000 and N20,000 to be allowed to cheat.

He however, said that JAMB was investigating the centres where malpractices took place, pointing out that those 40 centres might be barred from future UTME if found guilty. He also noted that he did not wish to pre-empt the sanctions to be applied until investigations were concluded.

According to Ojerinde, apart from the 10 candidates who scored above 300 marks, 628 others scored between 270 – 299; 33,115 scored 250 – 269: 704,622 scored 200 and above while 801,804 scored below 200.

He also said that the board recorded 40,692 invalid results due to multiple shading or no shading at all by candidates while the examination was successfully conducted in 3,168 centres.

Ojerinde further said that 1,629,102 candidates applied to sit for the Paper Pencil Test, PPT, while 15,508 candidates applied for the Dual Based Test, DBT bringing the total of candidates to 1,644,110. Out of this figure, 47,974 were absent.

A breakdown of the number of  the candidates that sat for the UTME showed that 1,670,833 applied to go to the universities while 28,977 and 28,445 chose Polytechnics and Colleges of Education respectively even as only 25 chose the newly established Innovative Enterprises Institutes.Innovative Enterprises Institutes according to him, are institutions where skills acquisition are their mandates.

Speaking further, he noted that the result of 78,309 candidates from various centres were at present, undergoing screening to ascertain their culpability in malpractices, while 12,110 candidates’ results were being withheld for possible disciplinary action.

On the candidates who printed special T-shirts and shirts with prepared answers, he regretted that  candidates for the UTME had always devised new methods of cheating on yearly basis. The Registrar stressed that the examination cheats had graduated from using ‘’magic slippers’’ to customised T-shirts and shirts in which anticipated answers were imprinted in the sleeves as well as inside the T-shirts.

“Details of the results in order of merit according to courses and institutions of choice of candidates will be dispatched to universities, polytechnics, monotechnics, colleges of education and innovative enterprises institutes at the appropriate time for the purposes of 2013/2014 admissions.

“It is the policy of the board to ensure that equal opportunity is given to all candidates seeking placement in the nation’s tertiary institutions regardless of their physical status. We will continue to appeal to stakeholders to show more interest in the acquisition of higher education by this category of citizens

“The board hereby reminds everybody that it has implemented the Federal Government’s policy which stipulates that all candidates seeking admissions into the universities, polytechnics, monotechnics, colleges of education and Innovative Enterprises Institutes, Police Academy and the Nigerian Defence Academy, NDA, must sit for the UTME being conducted by the JAMB.

“The board will continue to appeal to the various state governments concerned to provide their indigenes with enough capacity building programmes that would allow them apply directly to the board so as to compete favourably with their counterparts in other states of the federation. Let me once again state that candidates are allowed to change their choices of institutions and courses only once,’’ he added, noting that the change of institutions must be effected before May 17, 2013, or  two weeks from yesterday

Ojerinde stressed that the Computer Based Test, CBT would hold from Saturday, May 18, 2013, to June 1, 2013 and requested candidates to ensure that they reprint their e-registration slips afresh so as to be sure of their centres.

Petroleum Minister, Allison-Madueke Defends Ceding Of NNPC’s USD15.72Trillion Oil Blocs To Her Company…Says Deal Not Covered By Public Procurement Act


Defiant Nigerian Petroleum Minister, Diezani Allison-Madueke has defended her decision to transfer the ownership of four oil blocs owned by the federal government through the Nigerian Petroleum Development Company Limited to a company owned by her and run by Mr. Jide Omokore,  Atlantic Energy Drilling Concept. The oil blocs are valued at over USD$15.72 trillion.


The minister’s defence of the flagrant looting of the nation’s commonwealth is coming barely 24 hours after a group of anti-corruption civil society groups petitioned the country’s now crippled anti-graft police, the EFCC to probe allegations bordering on the dubious secret transfer of the oil blocs. The NGOs petition was based on the action of a group of Delta state indigenes under the aegis of Restoration Niger Delta which had in a petition to the National Assembly accused the oil minister of secretly ceding the oil blocs to her company managed by Omokore.


Sensing that the issues will not be buried easily like her previous deals, iReports-ng.com gathered that the oil minister ordered her errand boy, who is the Group Managing Director GMD of NNPC, Engr. Andrew Yakubu to defend the deal. As a result, the GMD in a letter written and dated 30th April, 2013 to Senate Committees on Upstream and Downstream flayed the groups for raising allegations of impropriety against the Almighty Minister.


Inside sources in NNPC who are angry with what the minister has turned the organisation to told iReports-ng.com that already a whooping N5o million has been dished out to about five national newspapers in Nigeria to give the minister’s defence of the deal prominence in their papers tomorrow, Thursday May 2. ” I can tell you that the letter which is yet to get to the two Senate Committees we addressed it to has been leaked to some five newspaper editors in Abuja today so that they can help us put the story on the front pages of their newspapers tomorrow”, one of our reliable sources in NNPC disclosed.


iReports-ng.com gathered that a number of newspaper editors and publishers have been highly compromised by the oil minister and as a result, any negative report against the minister, her ministry or agencies under her is forbidden in their newspapers. Some recalcitrant reporters and editors were said to have either lost their jobs or gotten queries on account of this standing order.


In her letter of defence to the Senate Committees obtained by iReports-ng.com from a top official in NNPC, the minister said “We are very mindful of the objectives of the Bureau for Public Procurement and the scope of application of the Public Procurement Act and we wish to state that the Strategic Alliance Agreement entered into with the Atlantic Energy Drilling Concept Limited does not fall within the purview of the Public Procurement Act.”


Still defending the multi-trillion dollars oil deal, Allison-Madueke said “On the Petitioners allegation that the Strategic Alliance Agreement violates the Oil Industry guidelines, obfuscated as the allegation is, it is instructive to note that this transaction was not a bid process for the allocation of oil blocks. Therefore, the oil industry guidelines were not violated. In fact, the Agreement is in furtherance of the Federal Government’s objective of funding cash call obligations from alternative sources such as service contracts, Production Sharing Contracts and Alternative Funding arrangements as currently being practiced in the traditional Joint Venture operations.”


Our source further disclosed that the heavily paid for reports “will most likely dominate some of our national newspapers tomorrow and as we speak i can even tell you that we have some of the headlines some of the papers will use tomorrow in their papers, it’s that bad.” The letter signed by Andrew Yakubu with the title “RE: THE UNSPEAKBLY FRAUDULENT ALLOCATION OF NATIONAL PETROLEUM ASSETS TO MR JIDE OMOKORE AND MR KOLAWOLE ALUKO BY THE INCUMBENT HONOURABLE MINISTER OF PETROLEUM”,


is reproduced below:

“We refer to the petition written by Restoration Niger Delta dated 4th March 2013 in which the petitioners made the following spurious and unfounded allegations against the management of the Nigerian  Petroleum Development Company Limited.




  1. That the officials of the Nigerian Petroleum Development  Company Limited, without tendering or bidding process, transferred production rights in OMLs 30, 34,26 and 42 to Mr. Jide Omokore’s Atlantic Energy Drilling Concept and by such transfer, 60% ownership of Nigerian Petroleum Development Company’s 55% equity interest in the affected OMLs are transferred to Atlantic Energy Drilling Concept.




  2. That the proven oil reserves of the blocks is five billion barrels valued at USD 380billion or N58.9trillion using the 2013 oil benchmark price plus 4TSCF of Gas valued at USD15.72trillion




  3. That OML 30 fetched the Federation Account USD50million as initial entrance fee as against USD1.3billion received by SPDC for its 45% equity interest in the same block.




  4. That the true market value of OML 30 divested to Atlantic Energy Drilling Concept would have been USD 800million if the Nigerian Petroleum Development Company Limited had carried out open and competitive bidding process as required under the Public Procurement Act.




  5. That Atlantic Energy Drilling Concept has no functioning office or staff and has never executed a single oil-related contract and taken any project or produced any barrel of crude.




  6. That the execution of the Strategic Alliance Agreement violated the Public Procurement Act and the Oil Industry guidelines which demand that allocation of oil blocks and the award of service contracts shall be based on an open competitive bidding process.




  7. That a similar Strategic Alliance Agreement for OML 34 was finalized with Atlantic Energy Drilling Concept on May 25, 2011 for another USD500million for 60% equity of Nigerian Petroleum Development Company’s 55% interest while SPDC’s 45% interest in the same OML divested to Niger Delta Energy and Petroleum Company was sold at USD600million.




  8. That in September 2010, the Honourable Minister entered into a service contract with Seplat Energy International Limited through its Nigerian subsidiary, Mr. Kolawole’s Septa Energy Nigeria Limited for USD 54million as entrance fee. That the company will also recover its cost before sharing profit and can lift crude and keep the entire proceeds of sale abroad.




  9. That the Minister’s action amounts to a tactical reintroduction of the single source procurement practice abolished in the industry in 2004.




We have formulated six (6) issues to address the allegations made by the petitioner. They are:


1)      Whether the Nigerian Petroleum Development Company Limited, through the Strategic Alliance Agreement, divested 60% of its 55% equity interest in OMLs 26, 30, 34 and 42 to Atlantic Drilling Concept Limited


2)      Whether the execution of the Strategic Alliance Agreement violates the Public Procurement Act


3)      Whether the execution of the Strategic Alliance Agreement violates the Oil Industry guidelines


4)      Whether the execution of the Strategic Alliance Agreement amounts to discretionary award of equity interest in OMLs 26, 30, 34 and 42 as alleged by the Petitioners


5)      The veracity of alleged proven reserves of crude oil and natural gas in the said OMLs and the quoted market value


6)      Whether the entrance fee paid by Atlantic Energy Drilling Concept can be considered as a payment for the acquisition of participating interest in the leases


Having formulated the above issues, we now proceed to address same thus:




  1. Whether the Nigerian Petroleum Development Company Limited, through the Strategic Alliance Agreement, divested 60% of its 55% equity interest in OMLs 26, 30, 34 and 42 to Atlantic Energy Drilling Concept Limited.




The Strategic Alliance Agreement entered into between Nigerian Petroleum Development Company Limited and Atlantic Energy Drilling Concept Limited was not a divestment of Assets nor transfer of Operatorship but simply an alternative funding agreement in order to meet the Nigerian Petroleum Development Company Limited’s cash call obligations in the affected OMLs


Unlike the divestment of the private equity owners’ (The Shell Petroleum Development Company Limited, Total E&P Nigeria Limited and Nigerian Agip Oil Company Limited equity interest to ND Western Nigeria Limited and Shoreline Nigeria Limited) in which the entire 45% equity interest in the affected OMLs were divested, the Strategic Alliance Agreement simply creates an obligation for Atlantic Energy Drilling Concept Limited to provide funding for the development of these assets as opposed to acquisition of equity interest in the block.


It is instructive to note that the Nigerian Petroleum Development Company Limited is the Operator and still owns its 55% interest in OMLs. The Company has not divested any of its interest in the OMLs as erroneously alleged by the Petitioners. This can be easily discerned from the Strategic Alliance Agreement attached to the petition.




  1. Whether the execution of the Strategic Alliance Agreement violates the Public Procurement Act




We are very mindful of the objectives of the Bureau for Public Procurement and the scope of application of the Public Procurement Act and we wish to state that the Strategic Alliance Agreement entered into with the Atlantic Energy Drilling Concept Limited does not fall within the purview of the Public Procurement Act.


The Nigerian Petroleum Development Company Limited is by the Strategic Alliance Agreement receiving funds from Atlantic Energy Drilling Concept Limited to finance its 55% equity interest in the affected OMLs and not the procurement of goods, works or services as contemplated under the Public Procurement Act.


Therefore, it is absurd to suggest that the Strategic Alliance Agreement is in contravention of the Procurement Act.




  1. Whether the execution of the Strategic Alliance Agreement violates the Oil Industry guidelines




On the Petitioners allegation that the Strategic Alliance Agreement violates the Oil Industry guidelines, obfuscated as the allegation is, it is instructive to note that this transaction was not a bid process for the allocation of oil blocks. Therefore, the oil industry guidelines were not violated. In fact, the Agreement is in furtherance of the Federal Government’s objective of funding cash call obligations from alternative sources such as service contracts, Production Sharing Contracts and Alternative Funding arrangements as currently being practiced in the traditional Joint Venture operations.




  1. Whether the execution of the Strategic Alliance Agreement amounts to discretionary award of equity interest in OMLs 26, 30, 32 and 42 as alleged by the Petitioners.




As earlier stated, the Strategic Alliance Agreement is not an acreage award nor a divestment as ownership of blocks still remains with the Nigerian Petroleum Company, NPDC. It is only a financial arrangement between NPDC an Atlantic Energy Drilling Concept Limited to provide funds for the operations of these blocks. There has been no award of a block during the entire exercise not to talk about a discretionary award




  1. The veracity of alleged proven reserves of crude oil and natural gas in the said OMLs and the quoted market




There is indeed proven reserves of crude oil and natural gas associated with the SPDC/NAOC/Total divestment of 45% equity in the blocks. However, the quoted reserves of 5billion barrels corresponding to 60% of NPDC 55% equity is a calculated attempt to mislead the National Assembly and indeed the people of Nigeria as the entire 100% equity of the 4 blocks is not up to 5 billion barrels.


The actual revenue which is about 75% of the total reserves that is due to the Federal Government remains unchanged and has not been eroded as royalty and tax accruable to the federation account will be paid based on production. The market value as per the petitioner is only applicable if there is sale of assets, which is not the case. It is pertinent to state that the value of accruable to the Federal Government will always remain intact; as the Strategic Alliance Agreement will not impact the Federal Government earnings.




  1. Whether the entrance fee paid by Atlantic Energy Drilling Concept can be considered as a payment for the acquisition of participating interest in the leases




The entrance fee paid by Atlantic Energy Drilling Concept was to acquire the right to fund and not payment for the acquisition of participating interest in the leases. This is common practice in the industry and best international practice.


The entire petition is based on the assumption that 60% ownership of NPDC’s 55% equity interest OML has been assigned to AEDC. This is a gross misunderstanding or at the very least a deliberate distortion of the working of the Petroleum Ministry.


“Mischievous and vexatious as the petition may appear, we have taken the pains to bring the issues to the fore to enable an understanding of the essence if the Strategic Alliance Agreement. In the absence of the innuendo created by the petition, the Strategic Alliance Agreement is in fact beneficial to Government and in tandem with Government’s objective of seeking alternative sources of funding and has not contravened extant laws.”

Despite strenuous efforts by the Joint Admissions and Matriculation Board, JAMB, to reduce malpractices in its examinations to the barest minimum through the introduction of hi-tech devices and procedures, the 2013 Unified Tertiary Matriculation Examination, UTME, held last Saturday across the country was characterised by large scale cheating by candidates, National Mirror can now reveal. School teachers, JAMB invigilators and even parents of candidates actively participated in the cheating.

In lagos, many candidates in virtually all the centres visited by our reporters had access to the supposed answers before the commencement of the examinations. As early as 6:30a.m. some candidates were seen copying answers from their phones into pieces of paper, which they tucked in different parts of their bodies.

Most of them later entered the exam halls unhindered as the papers could not be detected by the metal detector and body searches by officials. It was not however clear how or when the JAMB question papers leaked to the public.

Nobody saw the papers but most candidates started receiving the supposed answers via SMS text massages very early in the morning. A candidate was overheard telling her friends that she got the physics answers from one Mr. Ajala her Physics teacher.

Another was overheard confirming he had got answers to all her subjects except Accounts which he urged the party on the line to send as fast as possible. From Vetland Senior High School, Ifako-Ijaiye Local Government; Ojota Grammar School, Ojota; Agidingbi Grammar School; Isolo High School, Akute; Opebi High School; Ogudu Senior Secondary School, Ogudu GRA; Dolphin High School to Boys Academy, Lagos Island, the story was the same as the candidates were seen either copying the prepared answers or making calls to obtain the answers, which appeared to be in wide circulation across the country. In one of the centres, many of the candidates did not enter the exam hall until well over an hour after the exam had started.

They were seeing copying from their phones and only entered after they had tucked the small pieces of papers under their belts, inside their socks and other hidden parts of their bodies. They were later allowed to enter in batches well after the paid time.

National Mirror investigation also revealed that the candidates were assisted by invigilators. In two of the classes in one of the centres, candidates paid N500 and N1,000 respectively to invigilators to be able to use their phones and their prepared answers.

The invigilators also watched out for JAMB officials and often warned the candidates each time they approached the classroom. National Mirror is in possession of a question paper with omission of three questions, which a candidate asked to be changed by the invigilator. She was however ignored because according to her, she refused to pay the ‘levy’. One of the invigilators at a centre in Agege, Lagos openly advised the candidates to “help” themselves.

“Feel free to show your neighbour your paper,” she urged. Also to ensure that the candidates “use” the correct answers, an invigilator was seen in one of the centres warning candidates to be sure that the answers they were copying from their phones were for the right questions. Parents were also deeply involved in the malpractices.

For instance, at Dolphin High School, Lagos, many parents were seen making calls to get the supposed answers, which they passed on to their wards in the exam halls with the help of invigilators. Although many supervisors denied knowledge of such massive cheating by the candidates, a JAMB official in charge of the 11 centres in Ikotun/Idimu area told National Mirror that over 30 candidates were caught cheating at different centres in the area with the connivance of some invigilators.

He disclosed that he had to transfer some invigilators at Comprehensive College, Ikotun, having sensed that foul play was about taking place in the exam. In Ogun State, no fewer than 82 candidates were arrested from different centres for using their phones in the exam hall or copying from pieces of papers. Also in Abuja, JAMB Registrar, Prof. Dibu Ojerinde, personally caught a candidate for impersonation.

“We were able to fish him out because the registration number of his answer sheet is different from the one on the slip. His slip ended with DA while the real answer sheet ended with FH. “He came with wrong slip, in order to be sure, we went to the internet and discovered that the owner of that paper is from Enugu. This boy came to impersonate and unfortunately we were able to catch him.

I took him to the biometrics and ask him to thumbprint, but there was no record of his registration. I tried it myself; there was no record of my registration. He has been handed over to the civil defense who will hand him over to the law enforcement agency. “He registered for centre 021 but came to centre 022 and 023, he was handed answer sheet of 022.We discovered that the owner of the number was meant to be in Enugu which is O21 centre,” Ojerinde told newsmen, adding that the boy later confessed that his father did it for him. Also at Model Secondary School, Maitama, two students were caught with mobile phones while another was caught with a calculator. JAMB’s spokesman, Mr. Fabian Uchenna, however pledged the Board’s resolve to sanction those involved in such malpractice, saying it was already investigating all the established cases and would not hesitate to apply appropriate sanction on any candidate found guilty. He told National Mirror yesterday that the examination body would soon come up with a comprehensive figure of candidates involved in malpractices across the country before the end of this week. Uchenna, however, denied that the leakage of JAMB questions would have emanated from the Board’s officials saying its staff are “people of integrity”

OH! WHAT TANGLED WEBS WE WEAVE WITH FORKED TONGUES AND LYING HEARTS!..DO THEY THINK GOD IS DECEIVED?
Sometimes you wonder how God really feels about us and our many ways of deceit. If you remember armed robbers asking pastors to pray for their success then you cannot but marvel at the very great patience of our EXTREMELY TOLERANT FATHER!
Some people have estimated that last Saturday over 1million candidates out of 1.7million were probably involved in examination practice!.The intension of this post is not to examine why so many were involved. We will do that through another post coming up later.
 What this post aims at is the exposition of the dishonesty and disrespect by candidates who cheat or disobey ground rules without blinking one eyelid and who then call on “God of Abraham” to solve troubles brought upon themselves. Why they do not call on satan who inspired them into trouble makes some of them sound like clowns in their statements hereby reproduced below from various websites.

CONCLUSION
1. Most likely not all these people cheated. But using the estimated number of those involved in malpractice last Saturday one can safely say more than half of those using God’s name above were doing so in vain.
2. To what happened last Saturday here is what some readers said
a.“Mak una no dey call God inside this expo things oh! Even mechanics and carpenters had all the subjects since last night.I saw a candidate that did math, not even one question was solved but she shaded all.She was just marking not all was correct though. Nigeria is in trouble!-Allen”
b.“Some candidates who are choristers in my church  cheated last Saturday and turned up on Sunday for "ministration" and "testimony”. Do they think they are deceiving God? -CHRIS

3.If JAMB does not release results as early as it did last year those who cheated should be ready for some nose-bleed.On the other hand JAMB might do so and get many results cancelled eventually.The announcement by the Minister about admission capacity might not be unrelated to what might come from JAMB.
4. This write-up  is also our way of saying that no one who cheated last Saturday should bother registering with us for post-JAMB services. And that if you have paid money into our account as specified in a recent post you should please ask for refund..You know yourselves. Or don’t you?

4.I called a friend yesterday and my friend say him dey go write Jamb. Someone older than 25years old, a graduate for that matter. I shame.
